Microsoft has begun canceling Claude Code licenses for thousands of its own developers, shifting them toward GitHub Copilot CLI—a move that underscores the company's evolving strategy in the AI coding assistant space.

The decision comes just months after Microsoft first opened up access to Anthropic's Claude Code in December 2025, inviting a broad swath of employees—including project managers, designers, and non-engineers—to experiment with AI-assisted coding. The tool proved immensely popular internally, with many Microsoft developers integrating it into their daily workflows. However, sources indicate that the very success of Claude Code may have accelerated its downfall within Microsoft.

Internal Context and the Shift to Copilot CLI

According to internal communications seen by Notepad, Microsoft's Experiences + Devices (E+D) team—responsible for Windows, Microsoft 365, Outlook, Teams, and Surface—will wind down Claude Code usage by June 30, 2026. The cutoff date coincides with the end of Microsoft's fiscal year, making the license cancellations a straightforward way to reduce operating expenses heading into the new fiscal year.

Engineers are being encouraged to transition their workflows to GitHub Copilot CLI in the coming weeks. Rajesh Jha, executive vice president of Experiences + Devices, stated in an internal memo that the decision was about converging on Copilot CLI as Microsoft's main agentic command line interface tool. However, multiple sources confirm that financial considerations played a significant role. Claude Code licenses, while popular internally, represent a recurring cost that Microsoft can eliminate by pushing its own tooling.

Jha’s memo emphasized the value of learning: “When we began offering both Copilot CLI and Claude Code, our goal was to learn quickly, benchmark the tools in real engineering workflows, and understand what best supported our teams. Claude Code was an important part of that learning… at the same time, Copilot CLI has given us something especially important: a product we can help shape directly with GitHub for Microsoft’s repos, workflows, security expectations, and engineering needs.”

The Popularity of Claude Code and Its Consequences

Claude Code, built on Anthropic's Claude model, became a favorite among Microsoft developers who used it for everything from prototyping to debugging. Microsoft had initially intended for employees to use both Claude Code and GitHub Copilot side-by-side for comparison and feedback. Instead, many gravitated heavily toward Claude Code, creating a de facto dependency that will now be difficult to unwind.

Designers and project managers without coding experience had been especially encouraged to use Claude Code to prototype ideas. The transition away from the tool will mean these non-engineer coders must learn a new interface while potentially losing some of the capabilities they relied on. Microsoft acknowledges there are still gaps between Claude Code and Copilot CLI that need to be addressed.

This internal preference for Claude Code mirrors broader industry trends. Earlier this year, Microsoft considered acquiring Cursor—a popular AI coding assistant—to help close the gap with GitHub Copilot. That deal did not materialize, and Microsoft has since looked at different AI startups to bolster its ambitions while avoiding regulatory scrutiny.

Microsoft's Broader AI Strategy

Despite canceling Claude Code licenses, Microsoft remains a major partner for Anthropic. The company quickly became one of Anthropic's top customers in early 2026 and has reportedly been selling Anthropic models toward its own Azure sales quotas. A separate Foundry deal signed in November 2025 continues to offer Claude Sonnet 4.5, Claude Opus 4.1, and Claude Haiku 4.5 to Azure customers.

In fact, Anthropic’s models will remain accessible through Copilot CLI, alongside internal Microsoft models and OpenAI’s range. Microsoft continues to favor Claude models in Microsoft 365 Copilot for certain tasks where they outperform OpenAI's counterparts. The company also recently worked with Anthropic to bring features from Claude Cowork into Microsoft 365 Copilot.

The decision to cancel Claude Code licenses does not affect these broader partnerships. Rather, it signals a strategic pivot: Microsoft wants its own GitHub Copilot CLI to be the primary coding assistant for its developers, both to control costs and to ensure tighter integration with its engineering workflows.

Pressure on GitHub Copilot CLI

The burden now falls on GitHub, which Microsoft acquired in 2018, to rapidly improve Copilot CLI. GitHub Copilot CLI was launched as a command-line version of the existing GitHub Copilot, designed to work outside development environments like Visual Studio Code. While it offers similar code generation and question-answering capabilities, it has lagged behind Claude Code in terms of popularity and, according to some users, performance.

Microsoft has told employees that it is partnering closely with GitHub to ship significant improvements based on internal feedback. Jha’s memo stated: “The GitHub team has already shipped significant improvements based on Microsoft feedback, and Experiences + Devices will remain closely involved in shaping the product. This is a shared accountability across GitHub and E+D leadership: to make Copilot CLI the best agentic coding experience for Microsoft engineers.”

Developers are being asked to file bug reports and provide feedback aggressively in the weeks before the Claude Code cutoff. This feedback loop is expected to help GitHub close the feature gap and tailor the tool to Microsoft’s specific needs—something that was more difficult with a third-party product.

Historical Context and Industry Impact

Microsoft's relationship with AI coding assistants has evolved rapidly. In 2024, 91 percent of Microsoft’s engineering teams were using GitHub Copilot. The introduction of Claude Code in late 2025 changed that dynamic, as developers found the Anthropic-powered tool more intuitive or capable for certain tasks. The internal competition between the two tools mirrors a broader trend in the industry, where companies like Amazon, Google, and startups vie for dominance in AI-assisted software development.

Claude Code, released by Anthropic in late 2025, quickly gained traction among developers for its ability to handle complex multi-step tasks and its strong performance on coding benchmarks. Its integration into Microsoft’s internal workflows gave it a high-profile testbed, which now serves as a case study in the challenges of adopting external AI tools at scale.

While Microsoft invested billions in OpenAI and has close ties to Anthropic, it is increasingly building its own AI capabilities—from Copilot to its own large language models—to reduce reliance on external providers. The Claude Code license cancellations are a tangible example of this internalization.

Financial analysts note that cutting licenses for an external tool right before the next fiscal year is a classic cost-optimization tactic. Microsoft's total spend on AI tools has grown substantially, and trimming even a portion of Claude Code licenses—likely costing thousands of dollars per user per year—could save millions. This is particularly relevant as Microsoft faces pressure from investors to show profitability in its AI investments.

For the broader developer community, the news sends a signal about the importance of owning the toolchain. Just as companies have moved from third-party source control to Git (and GitHub), they are now moving from third-party AI assistants to their own proprietary ones. The long-term winner in the AI coding assistant market may not be the most technically advanced tool, but the one most deeply embedded in the corporate ecosystem.

As Microsoft's own engineers prepare to say goodbye to Claude Code, the pressure is on GitHub to deliver a seamless experience. The coming months will reveal whether Copilot CLI can truly surpass its rival—or whether Microsoft’s decision alienates the very users it hoped to retain.
